Planning process usually involves two main stakeholders - local municipality as the customer and the contractor, including planning process manager, planning developer, data collector and person doing data processing.
Before beginning of planning process, both parties determine liabilities and tasks of each.
Municipalities determine requirements to consider during planning and provide necessary data. The contractor undertakes to follow all the objections, suggestions and requirements, to generalize data provided by local government, to analyze and prepare the final product- territory plan or detailed plan in textual and graphical form.
